Border States awarded airport parking lot project

The Jamestown Regional Airport Authority awarded the bid to improve and expand the airport’s parking lot to Border States Paving Inc on Wednesday.

Members Mark Urquhart and Trent Slotto were absent.

The authority awarded the bid to Border States contingent upon receiving funding from Federal Aviation Administration through its passenger facility charge program and from the North Dakota Public Finance Authority. Both sets of funding are expected to be in place by June.

When complete, the parking lot will have improved drainage, better location of underground utilities, new cement and asphalt and 203 spaces with room to expand.

Border States was the only firm to bid on the general construction and electrical portions of the project. Edling Electrical Inc. of Bismarck bid on the electrical portion. Border States bid $446,404 for the general construction portion, which was under the engineer’s estimate provided by Interstate Engineering Inc. of Jamestown of $612,513.

Border States bid  $94,340 for the electrical with Edling Electric bidding $132,500. Both bids were well over the engineer’s estimate of $83,700 for the electrical work.

Border States’ total bid was $540,744.

Steve Aldinger, project engineer with Interstate Engineering, said the FAA is waiting to authorize final approval for the Jamestown Regional Airport’s passenger facility charge of $4.50 for each paid passenger boarding in Jamestown. Aldinger said the airport should be able to start enacting the charge in June.

In other business, the authority authorized Sam Seafeldt, airport manager, to purchase parts of  a disassembled passenger board bridge from Reagan National Airport for $10,000. He said the existing motors on the Jamestown Regional Airport’s bridge need to be replaced. Seafeldt said the airport will be getting about $30,000 worth of parts for $10,000 and Hoffman Trucking will be able to transport the parts to Jamestown.
